Why I am Running for Mayor of Pleasant View!

I moved to Pleasant View from Ogden City, where I grew up and began raising my family. I was looking for a community where my children could be safe, attend great schools, and grow up with a strong sense of security and belonging. Pleasant View checked all the boxes—and it’s been home ever since.

During my 12 years on the Pleasant View City Council, we’ve accomplished many great things together. We've successfully attracted new businesses and set aside designated commercial areas to encourage continued growth. This not only strengthens our local economy but also helps keep property taxes low by increasing sales tax revenue. As Mayor, I will continue working to make Pleasant View a place where businesses want to locate and thrive.

Growth is inevitable, but how we manage it is up to us. I fully support the rights of property owners, and I want to work collaboratively with developers to preserve the quality and character of our community. I’ll encourage developments that include parks, open space, and walking paths—features that enhance our neighborhoods and promote a high quality of life.

Public safety is a top priority. I’ve always been a strong supporter of our police department, and as Mayor, I will ensure they have the tools and resources they need to keep our community safe and our children protected.

We’re also fortunate to have excellent city employees. I want to empower them with the tools and support they need to succeed in their roles. When city leadership and staff work together with shared purpose, there’s no limit to what we can accomplish.

The Mayor serves as the face of the city. I believe communication—both with the City Council and with our residents—is key to good governance. Misinformation has led to frustration for many, and I’m committed to improving transparency, clarity, and public trust.

Pleasant View is a close-knit community where people know and support one another. That spirit is what makes this place so special. One of my favorite days of the year is Founder’s Day. I introduced the theme “Traditions for Generations,” and it’s become a day my family looks forward to year after year—a time to return, reconnect, and celebrate what makes Pleasant View unique.

As the current Mayor of Pleasant View, it is my great honor to endorse Steve Gibson in his bid to become your next mayor. I have had the pleasure of serving with Steve during my 2 terms as mayor. After I was elected to my first term as mayor I must admit I was a little apprehensive as to how I would be received as I know Steve was a supporter of my opponent. Steve was immediately helpful, insightful, and willing to support me as the new mayor. Steve has demonstrated time and time again that he is working for all the citizens in Pleasant View. He is very thoughtful about the topics and problems that come before us. He does his homework and has never been the type of councilman that just opens his packet at the start of the meeting. He has shown me through action that he supports the same ideals that I have supported. He wants a great Pleasant View, with more commercial and industrial to offset our taxes. We have one of the lowest city tax rates in this county and Steve plans to help keep it that way. He also supports controlled growth. Again, sharing the vision that I had when I became your mayor. Steve has served you the past 12 years as a councilman and the last 4 years as your Mayor Pro Tem. That’s a fancy term that means he has served as your acting mayor whenever I was unavailable. I was never once concerned about decisions or actions that Steve might have made in my absence. He has my absolute trust.

I firmly believe that Steve Gibson has the integrity, knowledge, experience, and love of community that will make him a great mayor. During my six years serving on the Pleasant View City Council, I have come to understand more clearly what makes an effective mayor for a city like ours. For me, that list includes:

A clear and wise vision for where the city needs to go, anticipating potential challenges, and planning for long-term success.
Strong communication skills, both in public and in difficult situations such as council or community meetings, where clarity is essential. This also includes keeping citizens informed regularly and when necessary.
Effective management abilities, including setting expectations, delegating responsibilities, negotiating contracts, hiring capable staff, and resolving employee conflicts.
Integrity and courage to stand firm and do the right thing, even in the face of criticism on social media. The people I trust and respect most, rarely use social media to post or to guide their decisions.
Fiscal responsibility, always working to reduce costs by improving efficiency and reducing waste so that the city can provide high-quality services without raising taxes.
Collaboration, working well with each member of the City Council and the City Staff to counsel together and reach the best resolutions for Pleasant View’s issues.

As a past member of the Pleasant View City Council, I had the privilege of serving alongside Steve Gibson. During our time together, I found him to be completely honest, upright, fiscally conservative, and deeply service oriented. Steve excels at working with people, fostering unity and cooperation while achieving objectives.

Each year, as the council deliberated through budget reviews, Steve was resolute in adhering to budget guidelines and avoiding increases in expenses for citizens. Remarkably, he also ensured that essential programs, such as providing quality city water and road maintenance, remained fully funded.

We collaborated closely on the enhancement of Shady Lane Park, working with engineers and contractors to add sidewalks, parking lots, playground equipment, and two restroom structures. In every phase of the project Steve tirelessly pursued the highest quality outcomes at the lowest possible cost. His leadership facilitated a shared labor agreement with the contractor, which saved money while increasing the quality of materials.

Beyond his council duties, Steve has championed volunteerism as chair of Founders Day activities, including the salmon bake, and has devoted countless hours to personal church service and Make-a-Wish Utah. I have observed Steve’s unwavering commitment to maintaining high quality programs and infrastructure for Pleasant View, always with sensitivity to both city employees and every member of our community.

By way of introduction, my name is Neal Berube and I have served as the mayor of North Ogden for the past six years. As your election for mayor approaches, I wanted to share a few perspectives you may want to consider as you cast your vote. A municipal election needs to be more than a popularity contest and should have very little to do with who has the most followers on social media. I would encourage you to research the attributes of the candidates running for mayor and consider the following:

Does the candidate regularly make divisive comments or does the candidate seek to unify the community. I believe Steve Gibson is a unifier.

Does the candidate sincerely support public safety? Steve Gibson fully supports Pleasant View’s police department and understands the safety of its residents is the number one priority of an elected official. I have never heard Steve make a negative comment about those who are public safety servants.

Which candidate is more collaborative? No mayor can succeed alone, which is why collaboration is essential. As mayor Steve must work well with city council members, department heads, other mayors, community organizations and local businesses. I believe Steve has a superior relationship with department heads, city council members and others that will help him be an effective mayor.

Does the candidate understand the finances of Pleasant View? As I have observed Steve’s approach to finances, I find him to be fiscally responsible, and he makes every effort to avoid unplanned expenditures. He understands that no single member of the council has the authority to spend funds without prior approval.

Can the candidate for mayor avoid letting emotion be the primary factor in leading city council discussions? I find Steve to be very informed, and he considers the facts as he determines what is best for the citizens of Pleasant View. As I have observed him in his role as a city council member, I have found him to be respectful to those conducting the meeting and an active participant in making decisions .

Being a mayor is not about titles or power – it’s about serving people! I feel strongly that Steve Gibson not only believes this but also has the attributes to be an excellent mayor and will continue to contribute to keeping Pleasant View an awesome place to live. I fully support his candidacy for mayor.

North Ogden Irrigation Company

Dear Residents of Pleasant View,

We are the canal that runs through Pleasant View along Pleasant View Dr. Having been established in 1856 with the purpose of delivering irrigation water to the settlers, we have evolved into not only an irrigation company but also handling storm water in a storm event and moving it out of the City to avoid flooding of any of the residents.

Cooperation with the local cities is so important; the storm water is dumped into our canal, we then manage flows, diversions and the canal in order to move the water out of the City safely. Steve Gibson is the mayor we need to help protect the property and homes of Pleasant View in the somewhat significant storm events we have been having in the last several years.

Steve Gibson has been involved and understands the challenges we face along with the challenges the City faces during these storm events. Bottomline, Steve cares about the City and the challenges and wants to continue to work with the Canal company to avoid costly infrastructure upgrades just to move storm water out of the City.
